Senate Bill 703, the American Health Security Act of 2009, has been submitted by Vermont Senator Bernie Sanders (I). Support by some for its goal to provide coverage for acute and chronic long-term care services, the bill is intended to be funded through redirecting existing federal payments for health care, a payroll tax of 8.7% and a health care income tax of 2.2%.
