Passing Obama Care - No matter what
Reports from many in the mainstream press have stated that this Sunday the House if preparing to vote President Obama’s Health Care Reform package (a.k.a. Obama-Care) up or down. To a certain extent this is correct, Speaker of the House Nancy Pelosi has indicated that there will be a vote this Sunday related to the President’s package. However the vote will not actually be a direct vote up or down on the Senate’s version of the President’s package. Rather, fearing a direct vote on the Senate’s bill would result in its defeat, the Congressional Democratic leadership has decided to force a vote in the House on a number of amendments on the bill. Using what is known as the ‘Slaughter Rule’, Pelosi and fellow Democrats intend on enacting the President’s bill essentially through the back door.
The ‘Slaughter Rule’, as explained in layman terms by a political observer and reader of TabRight.com, is “…a method of enacting law without ever directly voting on the bill. In the simplest of terms, and using Health Care Reform as a real world example, what Pelosi is up to can be broken down to a few simple steps…
1) Force a vote on the amendments
2) If the amendments pass, then declare they pass
3) Of course you cannot amend a bill if it hasn’t passed, so if the House the passes the Amendments then that in turn binds the bill as passed almost retroactively
4) Have the President sign it into law as quickly and with as much flaunting of praise as possible”
This is of course not the best nor the only description available of what Congress is attempting but it covers the basics. So what is in the package of amendments the House is preparing to vote on? For starters, it should be noted that while the Senate bill, which passed in December 2009, was essentially a modification of H.R. 3590 (Click here to read or download the Senate version) the House’s list of amendments are actually aimed for H.R. 4872. The second thing to note, its 153 pages of amendments, thus leaving many critics wondering – Does anyone in Congress read any of the bills that go up for vote anymore & if so, “…when amendments alone are the size of a small book, how do they get to the bill itself?”
